SPECIAL MEETING                                                                                                                    NOV. 28, 2007
TOWN OFFICE BUILDING                                                                                                              4:15 P.M.

First Selectman Eldredge called the meeting to order at 4:15 P.M. with the following in attendance:  Selectmen Palmer & Charette.  

ASSESSOR POSITION
FIRST SELECTMAN ELDREDGE MOVED TO GO INTO EXECUTIVE POSITION TO DISCUSS THE ASSESSOR POSITION AT 4:16 P.M.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO COME OUT OF EXECUTIVE SESSION AT 4:30 P.M.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

First Selectman Eldredge commented he would send a letter tomorrow with an offer of employment.

PROJECT UPDATES
First Selectman Eldredge updated the Board on the CadleRock property, which is in Willington and Ashford.  The EPA was originally going to clean up the property but now the responsible party is going to do it.  The EPA does not need Town permits but now that a private company is doing it they will have to get Town permits.  The cleanup involves a portion of the 41.66 acres in Willington.  There is an EPA meeting in Ashford tonight regarding this property.

First Selectman Eldredge commented the water main agreement turning over the water main to Hall School, from the Town to Birmingham Utilities is at the Attorney’s office.  Discussion on this and the hook up by people along Rt. 32 followed.  There will not be a frontage fee.  

First Selectman Eldredge commented under the agreement with HUD the Town agreed to give the 32-unit senior housing a tax reduction.  The amount is yet to be determined.  The Town Attorney will talk to HUD about this.  The land is leased for 75 years.  Discussion followed on the cost to run the water systems and if it should go in the budget for next year.  The septic system must be monitored and pumped also.  First Selectman Eldredge commented it seems we should bill ASHOW for the water charge of $4.96 per 1,000 gallons.  The Town Attorney will check on this.  This money could be put aside for future problems.  The Board agreed we should not have to shoulder the maintenance.  First Selectman Eldredge commented we have $24,000 in that fund now.  Discussion followed on having a cap on the fund or having reduced rates at some future time.  Further discussion followed on testing for the DPH.  That should not be a burden to the taxpayers.

First Selectman Eldredge commented we need to look at Kechkes Road Bridge; we are eligible for a $735,000 Federal grant.    Selectman Charette asked do we need a Federal bridge?  Selectman Palmer commented we could probably do a Federal bridge that is smaller.  Discussion on the size of a Federal bridge followed.  First Selectman Eldredge commented he will try to get someone from the consultant firm to come to a meeting.  We have all the Requests For Qualifications and need to select 5 firms and rate them and then select one firm.  We then get the engineer cost.  Selectman Charette commented Federal money is still our money and to spend one million on a bridge that goes nowhere is hard to look at.  I do not mind evaluating it.  Discussion followed on the study the Town Engineer did and Davis Bacon wages.  First Selectman Eldredge commented we have to go with whatever is less expensive to the Town.

We want to know where we really are.  First Selectman Eldredge commented we will have a meeting of the Kechkes Road Bridge Committee.

PZC is looking for a request under 8-24 for Kucko Road.  Karl Acimovic had discussed this with Susan and will call her about it.  There is a question on whether Kucko Road falls under 8-24.
